Seems so! I'm not really in the fandom but I tend to gain info from various friends and sources through osmosis. She really is quite cute though! Good design too compared to a lot of the frilly lolis XD

Almost everything about the game is fanon. In fact, there's so much fanon that fans base things on fanon and the developers tend to agree with the fans.
Cirno was labelled "9. Moron" in a developer-released manual.

Isn't that manual where the joke originated? I'm not too hip on the history though.
Yeah I don't think I could jump into the Touhou fandom XD there's just too much! And most of it is in japanese lol.

I've played 6.
There are English Patches for a lot of it. The problem is that it's REALLY hard.
